Jay County is located in eastern Indiana, bordered on the northwest by Wells County, to the north by Adams County, to the east by Ohio, to the south by Randolph County, to the southwest by Delaware County, and to the west by Blackford County.
It has an area of 384 square miles and during the 2000 Census had 21,806 residents.
Portland (2000 Census population of 6,437) is both the largest city in Jay County and the County Seat.
Other cities and towns include Dunkirk (2,646), Redkey (1,427), Pennville (706), Bryant (272), and Salamonia (158).
The county was named for John Jay, who was, among other things, the first Chief Justice of the United States Supreme Court.
Notable natives include choreographer Twyla Tharp and Indianapolis political boss George Coffin.
