Cities: Russiaville Russiaville Russiaville (2000 population = 1,092) lies in Honey Creek Township, in southwestern Howard County. It was laid out in 1845 and is at the intersection of Indiana 26 and Howard County Road 750 West. Russiaville was also along the path of a railroad that connected Frankfort and Kokomo. On Easter Sunday in 1965, Russiaville was essentially destroyed by a tornado.
