Cities: Flora Flora Flora Indiana (2000 population = 2,227) is the second largest city in Carroll County. Flora was platted in 1872 and incorporated in 1896. It is centrally located within the county, and lies in Monroe Township, just south of Bachelor Run. Indiana highways 18 and 75 intersect just west of the atractive downtown area.
